Personally, I gave up trying to get these Secret Districts done before the first one, Smuggler's Haven, ever ended; Zynga has made these Secret Districts far too cost-prohibitive. So I just complete a few of the jobs that I can for some extra skill points and go on about my business.
We do know that another Secret District is planned, although there's been no word yet as to when it can be expected.
