The first objective, ACQUIRE 10 WEAPONS, will direct you to the city store where you are presumably supposed to buy weapons to fulfill the objective. Buying weapons that way will work, but you can also fulfill that objective fairly easily when loot drops during fights...so I'd suggest you go right to to the objective FIGHT 60 OPPONENTS IN CHICAGO, and get your weapons that way. You don't have to ice your opponent, you just need to win the fight for that objective. As soon as you're done winning 60 fights in Chicago, you can change cities and continue fighting and the loot drops will still count toward your objective.
Unless you like to speed build, you're stuck waiting 18 hours between Armory builds to complete this mission. This will probably not please you much if you've already built from your properties today. Fortunately, I forgot to do my builds earlier, so I did my free build, and will do a speed build later tonight when the RP cost is less, which will also complete this Non Serviam mission.
