Thanks to {ℳ} ßrµ†µ§ and his alert, I popped over to the game and look at that! A new secret district for Chicago. Welcome to the Slammer! For the first stage, I'm seeing a 2.09 ratio as the highest available - which is better than some, but nothing exciting in my book.
To proceed, as typical, you will need half a gazillion of the consumable they have named the Jailbreaker.

Similar to recent secret districts there is a drop down bonus menu showing you that you will need to slave away to collect a ton of loot in order to pick up 5 attack points, followed by 5 defense points, ending with 5 skill points.
As you can see, the nifty things we get to collect this time, while providing decent stats, are nothing I'm going to expend a ton of unnecessary energy on. I'm sure I'll pull through far enough to get the 1st bonus of the 5 attack points after that, I doubt I'll bother.
And...on that note, I'll leave you with the reminder of lessons learned in the past: do not complete ruby until you have collected all of the Jailer's Pistols, Police Caps and Night Owls you want to earn your 1, 2 and/or 3 level bonus skill points. Once you complete ruby...you will be stuck with what you have and customer service won't be sympathetic enough to make up for the time you may invest in trying to explain to them that their "rule" on this stuff is LAME.
